Aceh Reintegration Body to Be Restructured

TEMPO Interactive, Banda Aceh: The Aceh Reintegration Body (BRA) will be restructured so that the reintegration process in Aceh can be more effective.
The reconstruction will be carried out next week.
“Some things will be restructured because of their ineffectiveness,” said Indonesian Military (TNI) Major General Bambang Dharmono, the Republic of Indonesia's representative on the Aceh Monitoring Mission (AMM), via phone yesterday (4/6).
The decision to restructure was taken after the AMM held a meeting with the Commission on Security Arrangements (COSA) for the thirty-fifth time in Banda Aceh last weekend, led by AMM Chief, Pieter Feith, and attended by the Aceh Governor, Mustafa Abubakar, and the BRA Head, Yusni Sabi.
Bambang represented the RI government, while Irwandi Yusuf led the delegation of the Free Aceh Movement (GAM).
At its press conference, the AMM conveyed its concern over the reintegration between GAM and conflict victims.
It stressed the importance of improving direct communication among the parties involved in the reintegration process.
The AMM also mentioned the efficiency of the BRA.
Bambang said AMM's worries did not mean the reintegration process was sluggish.
“The reintegration process is not running at all slow,” he said.
However, some matters in BRA's structure need to be rearranged.
Bambang cited the function of several divisions in the BRA that have not been effective, among which several branches under BRA’s Executive Officer.
“Not all of them are appropriate in terms of implementation,” he said.
The reintegration process outlined in the Memorandum of Understanding between RI government and GAM in Helsinki is the Indonesian government's responsibility.
“If there are some things that have to be tightened, that’s quite proper,” he said.
The aim of the reintegration process is to reintegrate people who have been segmented during the conflict.
“There are indeed problems of money distribution and compensation, but reintegration is not all about money,” he said.
AMM's spokesperson, Faye Belnis, stated in a press release that integration was the responsibility of Indonesian government.
“Nevertheless, the reintegration between GAM members and the victims of conflict in Aceh must be accelerated by the restructuring of the BRA, which have been assumed to work not maximally,” Faye wrote.
To accelerate the integration process, the Governor will lead the solution formulation regarding BRA’s restructuring.
