Government Prepares Regulations for Aceh’s Reconstruction

TEMPO Interactive, Jakarta:The government is now preparing new regulations to replace the State Decree regarding the Reconstruction Development Realization Board for Nanggroe Aceh Darussalam Province and the Nias archipelago, North Sumatra.
The regulations are needed for the rebuilding of both Aceh and Nias after they were hit by earthquakes and tsunami waves at the end of last year.
Minister of Justice and Human Rights Hamid Awalludin explained that the board’s main task would be to rebuild infrastructure that had been destroyed.
“The tsunami disaster has had tremendous effects,” said the minister on Friday (11/3).
This is why the government is now preparing a master plan that will involve both government and non-governmental agencies.
The Reconstruction Development Realization Board, according to Hamid, is the government’s breakthrough.
Details of the complete program will be presented to the President during this week.
The Reconstruction Development Realization Board is divided into three separate boards, the Implementation Board, the Guidance Board, and the Supervision Board.
The Implementation Board is responsible for planning and carrying the infrastructure construction.
Funding is from the state budget as well as donations from donor institutions.
The Guidance Board—whose members come from the Ministry of Public Works, the National Development Planning Board and the Ministry of Home Affairs—is responsible for drafting construction strategy and methods.
The Supervision Board is responsible for supervising the construction process.
This Board will involve members of the House of Representatives (DPR), the Regional Representatives Assembly (DPD), community representatives from Aceh and North Sumatra, local customs and traditions councils as well as donor countries.
